What type of contractor is this RFB seeking?
This RFQ seeks a qualified contractor to propose bidding on a project, following a pre-existing engineering plan set perform Scope of Work identified objectives of replacement of the damaged railroad track and restoration of the embankment and rail base as outlined in the RFP. This construction project will include embankment stabilization, track reconstruction, and erosion control. Contractors must have experience in rail infrastructure or similar heavy civil construction projects and comply with all federal, state, and local regulations, including FEMA Public Assistance Program requirements.
Can we obtain a copy of the project plans in a printable form?
Yes. A PDF version of the engineering plan sets (Revision 3, dated February 23, 2019) is available upon request by contacting Bethan Maher at bethan.maher@WFIM.ORG and HJKendall Consulting at hjkendallllc@gmail.com.
Is there a bid package or an engineer’s estimate available?
A comprehensive bid package, including the engineering plan sets, specifications, and permit conditions, is available upon request. An engineer’s estimated cost range for the project is $750,000 to $1,250,000, based on 2025 market conditions. Bidders are required to submit detailed cost proposals per the RFP requirements. The bid will be awarded to the most responsive, responsible, and reasonably cost bidder in a scoring process.
Is this RFQ for a project management team or a construction contractor?
This RFQ is for a construction contractor to execute the physical repair work detailed in the RFP, including track and embankment repairs. It is not for project management or engineering oversight services.
Can the selected contractor subcontract portions of the construction work?
Yes. The selected contractor may subcontract portions of the work, provided all subcontractors meet the qualifications and compliance requirements outlined in the RFP, including federal procurement standards (2 CFR Part 200). Subcontractor details, including background and references, must be included in the bid proposal, and any prevailing wage requirements and Federal or State suspension or debarment checks will be followed for the contractor and the subcontractors, if utilized.
